The free public library and reading room, heretofore established, shall be continued and maintained in accordance with the provisions of the Kansas Statutes Annotated.

The mayor shall appoint, with the approval of the governing body, a library board consisting of seven membe.rs whose appointments and terms shall be as provided by law. The mayor shall be ex officio member of the library board with the same powers as the appointed members but no person holding any office in the city shall be appointed a member while holding such office.

It shall be unlawful for an person or persons to tear, deface or mutilate or by other means in any manner injure or damage any book, pamphlet, map or chart belonging to the public library of the city, or to in any manner carve, mark, injure or deface the library building used and owned by the city.

It shall be unlawful for any person to take from the public library or any premises thereof any book, map, plat, chart, picture or other personal property belonging to or under the control of the public library except with the permission of the librarian or person or persons in charge thereof, and in compliance with the rules of the library.

It shall be unlawful for any person by loud talking or rough or unbecoming conduct to disturb the peace and quiet of the public library or of its occupants.
