The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following:
The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic. Any official traffic control device placed pursuant to this section shall be marked and labeled on a map of the City of Downs for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

It shall be unlawful to park any vehicle on any street intersecting Morgan Avenue within 25 feet of the nearest curb line of Morgan Avenue.

It shall be unlawful to park any motor vehicle having an over-all length in excess of 21 feet on Morgan Avenue; it shall further be unlawful for any motor vehicle of a greater tagged capacity of more than one (1) ton to park on the streets in any residential area of the city from 10:00 p.m. to 6:00 a.m. If any motor vehicle is found to be in violation of this article and identity of the operator cannot be determined, the owner or person in whose name such vehicle is registered shall be held prima facie for such violation.

Wherever angle parking is indicated by markings on the curb, pavement or sidewalk on either side of any street, it shall be unlawful to park any vehicle except at the angle and within the spaces marked for such angle parking.

No vehicle shall park in the two designated parking stalls in front of the post office in the city for a period longer than 10 minutes, when signs have been erected giving notice of the time limits.

In accordance with K.S.A. 8-2002 and when signs are erected giving notice thereof, drivers of vehicles shall stop or yield as the sign directs at every intersection before entering any of the following streets or parts of streets, which are hereby designated through streets:
(a) Kansas Street from Railroad Street to Highway 24.
(b) Morgan Avenue from the south city limits to Highway 24.
(c) Commercial Street from Morgan Avenue to the east city limits.
(d) Railroad Street from Kansas Street to Morgan Avenue with the exception of stop signs on Railroad Street with the intersection of Third Street.

The governing body is authorized to designate stop or yield entrances at the intersections on other than through streets in the city and determine at which entrance or entrances such stop or yield signs shall be erected and maintained, and when signs are erected giving notice thereof, drivers of all vehicles shall stop or yield as the signs direct before entering such intersections.

When signs are erected giving notice thereof, no vehicle shall be driven within the following school zones at a greater speed than 20 miles per hour:
(a) On Morgan Avenue between Ross Street and U.S. Highway No. 24.
(b) On College Street from Morgan Avenue to Third Street.

The operation of any motor vehicle in such a way as to cause the tires thereof to screech or spin except where the same is necessarily caused in an emergency in an attempt by the operator to avoid an accident or the causing of damage or injury is prohibited.

No person shall drive or operate a commercial truck, farm truck or any other truck with a registered gross weight in excess of 48,000 pounds, whether loaded or unloaded, inside the geographic corporate city limits of the City of Downs, Kansas, except as follows:
(a) All commercial, farm or other trucks entering, operating within or passing through the City of Downs, Kansas shall use only the following streets:
(1) Highway 24
(2) Morgan Avenue (Highway 181)
(3) Commercial Street
(4) Railroad Street East of Morgan Avenue
(5) Rosalyn Street
(6) Clark Street South of Commercial Street.
(7) Third Ave. between Highway 24 and College Street.
(b) Commercial trucks shall include all vehicles with the registered gross weight in excess of 48,000 pounds, whether loaded or unloaded and shall include all vehicles commonly referred to as semi-tractors, truck tractors, with or without trailers. Freight trucks, concrete or service trucks having a destination in the city limits not on a truck route may travel on non-truck route designated streets but only on the shortest and most direct route.
(c) Owners of agricultural land located within the city limits may use streets having the most direct route from the agricultural property to the above described streets
(d) The fine for a first violation of this section shall not be less than $100 nor more than $500. Any person found guilty of a second or subsequent violation within three (3) years of any such prior conviction shall pay a fine of not less than $250 nor more than $500.

Any person so using or operating a bicycle within the city shall observe the following traffic rules and regulations:
(a) The bicycle shall not be ridden or parked upon the sidewalks in any part of the city;
(b) Shall not have more than one person per seat riding thereon;
(c) Any type of stunt riding or without hands on handlebars is prohibited;
(d) Holding on to moving vehicles is prohibited;
(e) All traffic regulations shall be observed;
(f) More than two persons riding abreast is prohibited.
